集刊收录情况
近日,重大工程组织行为及治理集刊 (Special Collection on Organizational Behavior and Governance of Megaprojects) 的公告 (Special Collection Announcement) 于JME发表。该公告系统的总结了重大工程组织行为及治理集刊的发表情况。自2017年7月发起论文征集起,共收到37篇论文投稿,其中14篇通过同行评议最终发表。该集刊同时还收录了之前在JME发表的13篇相关论文,并将在未来不断收集更多相关主题的论文,为重大工程管理的现有知识体系提供新思想,新理论和新实践。
该集刊由同济大学李永奎教授、卢昱杰教授和美国马里兰大学崔庆斌教授共同担任客座主编,旨在展示重大工程组织领域的最新研究成果,包括组织行为、组织结构、领导力、治理、战略、关系以及这些要素之间的相互作用关系,为学者、实践人员以及政策制定者提供重大工程组织理论研究的知识中心,并形成重大工程组织、制度以及社会性现象的研究基地。

一、研究概要
1、研究背景
Megaprojects have become a new global phenomenon, with substantial influence on economies, society and the environment. At the same time, megaprojects have also run into some “paradoxes”, such as cost overruns and delay in schedule.
重大工程(或称巨型工程、超级工程)已经成为全球新的热潮,对经济、社会和环境产生了深刻影响。但同时,重大工程也陷入了超投资、进度拖延等“悖论”争议。
As a complex system, we still lack a holistic understanding of megaprojects, and there are still gap of knowledge and “tension points” between theory and practice. Although some current research has been carried out on these issues, in general, such exploration has just begun. It is necessary to examine this new phenomenon and even as a new species from different and interdisciplinary perspectives.
作为一种复杂系统,我们对重大工程还缺乏认识,理论和实践之间还存在“鸿沟”和“紧张点”。虽然目前已经对这一问题开展了一些研究,但总体而言,研究才刚刚开始,还需要从更多视角和交叉学科来审视这一新的现象甚至新的“物种”。
2、已有研究
Current research on megaproject management mainly focused on three aspects: socio-economic system, system engineering and project management, complex organization and governance. The preliminary research outcomes “described” the system characteristics, management configuration and framework systems of megaprojects, or the distinct management phenomena, which is of great benefit to our understanding and management of megaprojects.
当前的研究主要从社会经济系统、系统工程与项目管理、复杂组织与治理等三个方面针对重大工程管理开展了初步研究,这些成果“描述”和刻画了重大工程的系统特征、管理配置和框架体系,或者其中的特殊管理“现象”,对我们认识和管理重大工程大有裨益。
However, there are still important questions that we couldn’t properly address at the current stage. For instances, why would such “paradoxes” occur in megaproject? Why are decision makers prone to optimism in megaprojects? What kind of leadership do we need for megaprojects? How do institutional, political, and cultural conflicts affect megaprojects? among others.
但是,仍然还有一些重要问题没有回答甚至对之知之甚少,例如“悖论”为什么存在?决策者为什么有乐观主义倾向?我们需要什么样的重大工程领导?制度、政治和文化冲突如何影响重大工程?等等。
The core of these problems is: megaprojects are as an important and complex organizational phenomenon, and the behavior of people and different organizations promote and influence megaproject management. This is also the key source of system complexity for megaprojects that is mostly neglected in the current megaproject management research.
而这些问题的核心是:重大工程作为一个重要的复杂组织现象,人员和各类组织的行为推动和影响了重大工程管理。这恰恰是重大工程系统复杂性的关键来源,也是目前被忽视的研究领域。
3、研究内容及其意义
To fill this research gap and by adopting the classic organizational behavior (OB) theory as a point of departure, this articles first reviews the current OB research status, and analyzes the specific contexts of megaprojects systematically. Built upon the classic three-tier OB structure (organization, group and individual), a four-level framework for OB research in megaproject management, including organizational field, project, group and individual is developed, and key future research directions and innovative applications are proposed.
为了弥补这一方面研究的薄弱环节,该论文从经典组织行为学(OB)出发,系统回顾了组织行为学的研究现状,分析了重大工程的特殊情境,然后基于经典组织行为学三层理论框架(组织、群体和个体),提出了重大工程组织行为学的四层框架,即重大工程组织场域、项目、群体和个体组织行为,并提出了未来关键研究方向和创新应用。
This research contributes to the development of the theory of megaproject management in three different aspects. First, the classic OB theory was referred to build the research framework of OB in megaproject. As a case of classic theory extension and development, the three-tier OB system in the business field is expanded into four levels to better conform to the specific megaproject contexts. This research secondly discusses why OB should be an important research field for megaproject management theory building and contributes to fill the deficiency of the existing megaproject management theoretical framework from the OB perspective. Last but not the least, this research proposes several key research directions and suggestions for OB in megaprojects, as well as some meaningful research themes for the future.
这一研究对重大工程管理理论研究有三个方面的贡献:/uD83D/uDD36 一是借鉴经典组织行为学理论,提出了重大工程组织行为学的理论框架,将商业领域中的三层组织行为学体系拓展为四个层面,以更符合重大工程的特定情境,是对经典理论的拓展;/uD83D/uDD36 二是提出了组织行为学应是重大工程管理理论研究的重要领域,从该视角弥补了现有重大工程管理理论框架的不足;/uD83D/uDD36 三是提出了重大工程中组织行为学的关键研究方向和建议,以及一些极具意义的研究主题。
The study presented in this article has opened up a new field of megaproject OB research. It is also of great significance to the enrichment and development of megaproject management theory and project management body of knowledge.
研究开辟了重大工程组织行为学的新领域,对重大工程管理理论以及项目管理知识体系的丰富和完善都极具意义。
